if composition dealer purchase goods from normal tax payer by paying tax say 18%. is the composition dealer eligible for ITC

No, compositoin dealer is not allowed to avail input tax credit of gst paid to their supplier
As composition dealer is not required to charge GST in his invoice he is not eligible to claim for input tax credit
while purchasing goods gst is charged
