Whether a person paying tax under reverse charge basis under GST, can opt for Composition scheme under GST?

as per section 10 a person paying tax under reverse charge mech u/s 9(3) or 9(4) can also go for composition..
Person who
A. Make inter state supply
B.make supply of SERVICES
can NOT apply for composition schene..
