I am a composition dealer in GST since 1.7.17.prior to it Im a normal taxpayer having interstate stock against C form.Now how to discharge my tax liability

you have to pay tax under GST Composition scheme by whatever amount you collect for tax, basically composition dealer has to pay 1% Or 5 % of turnover Quaretly basis. now you are not elegible for any interstate transactions if you do so you may be out from scheme.
Interstate outwards supplies cannot be made by composition dealer.

In composition levy-
* For trader and manufacturer, it is 1%GST(cgst 0.5%+sgst 0.5%.

* For Restaurant, it is 5% GST (cgst 2.5%+sgst 2.5%) 
Gst to be paid on total taxable outward supplies.
