This is common issue that composition dealer can make interstate purchase.
this is to clear that there is no restrictions for interstate inward supply although he is unable to make interstate outward supply.
this as per section 10 of CGST ACT. 2017.

yes but unregistered dealer can buy and sell interstate
u can buy from other states but can't sale to other states
