Does Circular 110 /4/2009 cover only construction of roads? What abt other infra projects like Dams, Bridges etc. I do agree that some amount of road like construction is involved in almost all infra projects. What does the circular exactly convey?

This unfortunately is only for road. The calrification on entire infrastrucral industry may have made more sense.
