Charge over assets

Dear All,

I would like to know about second charge over assets.

If comany has avail loan from one bank by creating charge over Fix assets & they need other capex loan from another bank, can other bank create second charge over same assets?

Can it be possible that charges created is less than the amount sanction/approved for loan?
