what is procedure to change proprietor in proprietorship firm in GST ?

there is no provision to change proprietor under GST Act. GST Registration is linked to PAN number. If proprietor change than new registration required.
First you have to change the PAN. Then apply for New Registration

firstly you have to cancel the old gstin & then can proceed for new registration

Now no provision to change the name of the existing proprietor under the GST Act.
