Change of pan card address

Dear Sir,

I have PAN card with my India address, I am now NRI and would like to change the residence address to Overseas address. Presently I am residing in Bangkok, Thailand. Please advise in detail how to get the address changed and is there any fee/charges to be paid. Do I have to return the existing PAN Card for address change.

How I can get this address change from Bangkok, Thailand. To whom I have to apply for this change and what is the procedure for the same.
