The Project is in construction stage and has not commenced operation, which loss you want to capitalise?

i had CWIP (Rs 100/-), which got damaged in fire. I have got insurance claim (Rs.80/-) against the same. Now, whether to capitalize the loss of Rs.20/- or should be charged to P&L account....as the company has not commenced commercial operations.
