can i revise my ITR even if my refund is processed?

Yes, you can revise your return until the assessment is completed. Mere processing of return U/s 143(1) doesn't  constitute the assessment of return.

Yes... You can revise Your ITR if it's AY 19-20.

You are free to revise return upto 31-3-2020 for AY 2019-2020 -----under 139(5)

Is it mandatory to file form 10BA to avail deduction u/s 80GG(Rent).?

Form No.10BA

To claim deduction under Section 80GG, the taxpayer must file a declaration in Form 10BA. 

Form 10BA can be filed online by logging on to the Income Tax E-Filing website.

In Form 10BA, the taxpayer must declare the amount of rent paid and the name of the landlord.
