No, unless you are employer deducting TDS of employee.....

U have to ask for form 16 from ur employer. If u are employer u can generate it from TDS TRACES website.

is there any way for deductee to download the form 16 by himself. Pl guide.

No. Only deductor can download it after log in. Deductee can verify it online, if he has acknowledgement number.
