in this example X vl issue c form as he is purchasing nd there is no need of e form as X is not making interstate sale.
in case if X would sell in gujrat say W without taking delivery. in this case bill would be made in name of X and consignee would be shown as W. in this case X would issue C form and Y would issue E form
