There is no restriction in the Companies Act, 2013 with respect to the time and place for conducting a Board Meeting. However, the Articles of Association of a Company can restrict the time and place of conducting a board meeting. 

I think it can be held even on public holiday companies act does not provide any specific restrictions with regards to same.

Yes Board Meeting can be called on any-day, as no such restriction is there as per Companies act.

Only Restriction is it can’t be held on National Holiday i.e., 26th of January, 2nd of October and 15th of August.

However BM adjourned for want of quorum can't be held on public holiday u/s 288(1).

As per revised SS... Original BM can be held on any day (including a National Holiday)
But for adjourned BM.. It can be any day (except National Holiday)
