You can bill, you can supply goods with e-way bill, and get the payments by banking channel.
For your safety advised to get his PAN copy. Rest department will meet that URD.

In my view-Before making sales of 50 lakhs to URD dealer, he is liable to take gst registration * as it crosses the threshold limit if goods is taxable otherwise not needed(for exempted goods)..
