Audit for govt company

A goverment company have conduced statutory audit and all accounts statemnts prepared and signed but unable to file it with RoC  because CA & G have not given report/comment etc, so can company file accounts with RoC so that legal proceedings may not be started against its directors? How can company do this? Please answer.

the company can still file the required forms with late fees. So dont wait and delay go for it as the more you delay the more fine will be imposed and more prone you will be to prosecution
