one assesee had tds refund in a. y. 2018-19 but didn't filed return so now can he claim tds of a.y. 2018-19

In normal course you can not file AY 18-19 return.
However you can apply under 119(2)(b) for condonation of delay with genuine reasons and after it's approval you can file return and claim TDS refund too
