If there is no clear answer then read the permissible grounds for transfer and try to arrange something. For eg. May be transfer of a working parent to a place more than 50 kms etc. Its easy to get a rent agreement and along with that attach a request letter on which even your principal can sign and I believe you will get the Institute's permission.
