is there any increase in minimum stipend rate for articleship rate or existing old rate of 2000,2500,3000 for cities with 25 lakh population is existing for the three years respectively

Don't worry about the low stipend, it's just the minimum threshold. Firms in metropolitan cities tend to pay a lot higher.
Choose big 4 audit firms or some reputed audit firms they will pay higher stipend then others min Rs.10,000/-
