Are new dins on hold?

Hi! I wish to set up a LLP with a partner - He has a DIN, but I don't have one. My CA says that MCA is (temporarily) not issuing fresh DINs because they plan to come up with a fresh SPICe form. So we can't set up a LLP. 

We do want to limit the liability. The other option he has suggested is a LLC - but the annual compliance costs (over and above the LLP) seem to be very high ~ 50k INR.

1) Are the DINs really on hold? By when is the new SPICe form expected?

2) What is the best course of action?
