One of my friends had a similar experience, 10 years back, when there was no way to give online reply. Only one phone number was available for doing anything!! And that number would be busy almost 24 hours.
After trying for many days, my friend finally achieved one impossible, he could get someone on that number. He explained the issue of unjustified demand after 3 years of ITR filing, gave the reasoning verbally, finally was told to send the details of advance tax challan which was paid but being claimed being unpaid by I-T Dept. My friend said how and where to send. No clarification by the staff of CPC.
This continued for three times more over a period of two months. Every time a new staff on the phone and him having to explain everything again.
Finally he was given a personal email of some staff in CPC, and told to send the challan copy {scanned, no digital challan at that time], with his reasoning. He did that.
After two more years, another intimation.
This one wanted to adjust that unpaid [??] advance tax , with penalty, against some refund due.
He was either to accept or to start the same process again. He gave up his fight to get things corrected and accepted that the advance tax [supposedly unpaid] be adjusted against refund. He accepted to get rid of the permanent headache.
***** Best for you would be to pay off the demand made, if it is a small amount, and get rid of the headache. Otherwise it will go on till next milleneum. *******
