Additional fee 100rs charged even if filed on due date yesterday

I filed AOC 4 yesterday ..date 30 Oct 2018 AGM date 30 Sep 2018 So I filed within 30 days after AGM Even then I was charges Rs.100 extra Also on checking MCA website -- there is circular on 29/10/2018 stating that Additional Fees are waived off till 31/12/2018 So why was 100Rs charged extra as additional fee? Anyone else faced same issue? Will they give refund or credit for excess amount deducted? thank you
