i am trading in non branded pulses
which is tax free, my annual turn over is 4cr. Do I have to register GST ?

Not because of trading in nil rated items............ but may be because of interstate trading, any RCM applicability, even trading of rupee one of any other taxable supply, etc........ etc.......
