Dear Rahul,
1. Just go through RTI Act, 2005 before writing letter to RIO Authorities.
2. Get the details of RTI Authorities from whom you want to collect the information.
3. Attach your self attested ID proff and postal stamp of Rs 10/- with letter.
This is simple procedure.
Its RTI Authorities not RIO Authorities.
