In case of remmittance of dividend to non-resident whether 15CA or 15CB, which is to be filled earlier? as CA certificate number is required in 15CA whether 15CA can be filled and submitted before 15CB or what is the preceding one?.Please give me the answer urgent.

15CB has to be preapared first and certified by a CA. 15CA has to be uploaded subsequently on tin-nsdl website.
