President Droupadi Murmu on Tuesday emphasized that tax officers must exercise the authority entrusted to them with humility, restraint, and a strong commitment to constitutional values. She made these remarks while addressing a group of officers from the Income Tax Department who met her at Rashtrapati Bhavan in New Delhi.
During the interaction, the President highlighted the critical role played by tax administrators in shaping a fair and transparent tax system. She urged officers to make decisions that are balanced, efficient, and rooted in a deep understanding of business processes.

Balancing Enforcement With Facilitation
Addressing the officer trainees of the 79th batch of the Indian Revenue Service (Income Tax), the President stressed that tax officers must carefully balance their enforcement powers with a facilitative approach toward taxpayers.
According to Murmu, a prudent tax officer should maintain equilibrium between authority and humility while ensuring that enforcement actions are carried out responsibly.
She noted that such prudence helps strengthen voluntary compliance and enhances public trust in the tax administration system.
"I am confident that your decisions and actions will strike the right balance between facilitating ease of doing business and safeguarding the country’s revenue," she said.
Role of IT Officers Beyond Tax Collection
The President said the responsibilities of revenue officers go far beyond merely collecting taxes. Their work involves analyzing complex financial transactions, identifying illicit financial flows, and examining intricate corporate structures.
These capabilities, she said, make tax officers essential partners in India’s journey toward achieving the goal of Viksit Bharat - the vision of a developed India.
Murmu added that a fair and transparent taxation system promotes equity and lays the foundation for inclusive and sustainable economic growth.
Growing Global Role in International Tax Administration
Highlighting the evolving nature of tax administration, Murmu noted that increasing cross-border transactions and global cooperation in taxation require Indian tax officers to engage with international institutions and treaty partners.
Their professional competence and integrity, she said, will play a crucial role in strengthening India's credibility in global tax governance.
Direct Tax Collections Show Strong Growth
The President also pointed out that India’s direct tax collections have witnessed significant growth in recent years. According to her, the steady rise reflects expanding economic formalisation, improved tax systems and increasing trust between taxpayers and the government.
She added that initiatives such as NUDGE: Non-Intrusive Usage of Data to Guide and Enable represent a progressive shift in tax administration by encouraging voluntary compliance and reducing unnecessary litigation.
Technology Driving Modern Tax Administration
Murmu emphasized that tax administration in India is increasingly becoming technology-driven, with tools such as artificial intelligence, data minin, and risk-based verification systems playing a larger role.
She encouraged IRS officers to leverage these technologies to make the tax system more transparent, efficient and citizen-centric.
First Batch to Study the New Income Tax Act, 2025
The President also informed the officer trainees that they would be the first batch to study the upcoming Income Tax Act, 2025 during their training and later implement it in the field.
She said tax administrators will play an instrumental role in ensuring the effective implementation of the country's tax framework while upholding the rule of law.
Through diligence and dedication to public service, Murmu concluded, tax officers can strengthen citizens' trust in the system and safeguard the resources necessary for India’s development.
