President Droupadi Murmu Summons Winter Session of Parliament from December 1, 2025

President Droupadi Murmu, in a key parliamentary development, has officially summoned the Winter Session of Parliament to begin on Monday, December 1, 2025, at 11:00 AM in New Delhi. The announcement was made through extraordinary notifications published in the Gazette of India on November 8, 2025, under Article 85(1) of the Constitution.

According to the Lok Sabha Secretariat notification (F. No. 37/1/(VI)/2025/T), issued by Secretary-General Utpal Kumar Singh, the President has exercised her constitutional powers to summon the Lok Sabha for the upcoming session. Similarly, a separate notification by the Rajya Sabha Secretariat (F. No. LAFEAS-LS11/3/2025-Legis Sec-RSS), signed by Secretary-General P. C. Mody, announced the summoning of the Rajya Sabha for the same date and time.

"In exercise of the powers conferred upon me by clause (1) of article 85 of the Constitution, I hereby summon the Lok Sabha and Rajya Sabha to meet at New Delhi on Monday, the 1st December, 2025, at 11.00 AM," the President stated in the order.

The Winter Session is expected to be a crucial one, with several key legislative bills and economic discussions likely to be taken up ahead of the presentation of the Union Budget 2026-27. It is also anticipated that the government may introduce pending bills related to finance, digital governance, and social welfare reforms during the session.

Both the Lok Sabha and the Rajya Sabha secretariats have initiated administrative preparations for the session. The summoning marks the formal start of the Winter Session's legislative calendar, during which the government and opposition are expected to engage in discussions on pressing national issues.

The official Gazette notifications were digitally signed and uploaded by the Directorate of Printing, Government of India Press, Mayapuri, and published under the authority of the Controller of Publications, Delhi.

With the session set to commence on December 1, political analysts anticipate a busy parliamentary schedule as the government seeks to advance its legislative agenda before the next Union Budget.
