The primary objective is to better utilise the corporate sector data available with the Ministry under the MCA21 e-governance system to explore and expand its use for research studies, ultimately generating actionable inputs for policy-making and improving corporate governance.

An Expert Committee, chaired by the Chief Economic Adviser to the Government of India, has been constituted to identify areas, issues, topics, and subjects for research studies.

The research will extensively utilise the MCA-21 Database, and may also incorporate other sources of research materials that have implications for better corporate governance.

Suggested areas include integrating MCA 21 Database with other databases, data characterisation, developing a Corporate Governance Index, network analytics, studying related party transactions, bankruptcy prediction, using AI and machine learning tools, utilising XBRL format, the auditor's role, and monitoring accounting standards.

The procedure for approving grant-in-aid, monetary ceilings, advances, and instalments will be prescribed in the guidelines, with aspects not directly covered regulated by the General Financial Rules of the Government of India.
