You need to select the Assessment Year and then download either the Excel or Java utility. The utility will be downloaded as a ZIP file, which you need to extract before opening and filling.
Excel utilities require a macro-enabled MS-Office Excel version 2010/2013/2016 on Microsoft Windows 7/8/10 with .Net Framework 3.5 & above.
Java utilities require Microsoft Windows 7/8/10, Linux, or Mac OS 10.x with JRE Version 8 and its latest updates. JRE can be downloaded from https://java.com/en/download/
