The Central Board of Direct Taxes (CBDT) has initiated the groundwork for India's new Income Tax Act 2025, with Chairman Ravi Agrawal directing authorities across the country to begin preparing for its implementation from April 1, 2026.
Speaking at the concluding session of the two-day 22nd All India TDS Conference and Principal Chief Commissioners' Conclave held in Bhopal on Friday, Agrawal emphasised that all stakeholders must thoroughly study the new Act and realign their processes in advance to ensure a seamless transition.
The upcoming Income Tax Act 2025 is set to replace the six-decade-old Income Tax Act, 1961, marking one of the most significant tax reforms in India's direct taxation framework. Officials highlighted that early preparedness will be crucial, given the scale of operational, administrative, and technological changes expected under the new law.

Key Issues Discussed at the Conclave
Senior officials, including Principal Chief Commissioners of Income Tax and Commissioners of Income Tax (Administration) from across India, attended the Bhopal conclave. Discussions focused on major departmental priorities such as:
- Speeding up appeal disposal
- Timely completion of assessment proceedings
- Strengthening budget collection mechanisms
- Effective handling of arrear and current tax demands
The forum also deliberated on the need for a coordinated, nationwide outreach programme to create awareness about the forthcoming Income Tax Act 2025. Officials agreed that taxpayers, professionals, and departmental officers must be well-informed about key provisions well ahead of its enforcement.
Focus on Infrastructure and Officer Preparedness
Infrastructure requirements for Income Tax Officers across the country were reviewed during the event. The move aims to ensure that officers are equipped with adequate resources to handle the updated compliance ecosystem that the new Act will bring.
The conference was conducted under the guidance of Lalit Krishna Singh Dahiya, Principal Chief Commissioner of Income Tax (Madhya Pradesh & Chhattisgarh).
As the Income Tax Department gears up for a generational shift in India's tax law, the CBDT's early push for preparedness signals a strong commitment to smoother implementation and enhanced taxpayer services under the new regime.
