ICAI Releases Income Tax Act, 2025: A Simplified Tax Framework Unveiled

The Institute of Chartered Accountants of India (ICAI) has launched the Income Tax Act, 2025, a landmark overhaul of India's tax legislation, set to take effect from April 1, 2026. Released on 8th September 2025, this 818-page bare act, complete with a tabular mapping of sections vis-à-vis the Income-tax Act, 1961, promises a streamlined, taxpayer-friendly approach to taxation. Priced at Rs 500, the publication is now available to ICAI members, marking a significant step toward simplifying India's tax landscape.

A New Era of Tax Simplicity

Announced by Finance Minister Nirmala Sitharaman in the 2024-25 Budget Speech, the Income Tax Act, 2025 replaces the outdated 1961 Act with a modern framework. It slashes the total sections from 819 to 536 and reduces chapters from 47 to 23, incorporating 16 schedules and introducing tables and formulas for clearer interpretation. Key highlights include the replacement of confusing terms like "Assessment Year" and "Previous Year" with the unified "Tax Year," defined as the twelve-month financial period starting April 1. The Act also introduces "Virtual Digital Assets (VDAs)" to cover cryptocurrencies and tokenized assets, aligning with global digital economic trends.

ICAI's Direct Taxes Committee (DTC), led by Chairman CA. Piyush S. Chhajed and Vice-Chairman CA. Vishnu Kumar Agarwal, played a pivotal role. Over 90 of their recommendations, submitted through stakeholder consultations and a detailed memorandum on April 21, 2025, have been integrated into the Act. The publication also incorporates corrigenda from the Gazette of India dated September 3, 2025, ensuring accuracy.

Streamlined Structure and Enhanced Compliance

The Act focuses on textual and structural simplification, eliminating redundant provisions and adopting plain language to enhance readability. It consolidates complex sections-like those under TDS (Tax Deducted at Source)-into single, navigable clauses, reducing compliance burdens. With no major tax policy changes, it preserves predictability for taxpayers while introducing a robust dispute resolution framework. This modernization effort, supported by global best practices, aims to boost transparency, reduce litigation, and foster a digital-first enforcement environment.

Since April 2025, ICAI has conducted 38 outreach programs across India to educate professionals, with more planned to disseminate knowledge on the new law. President CA. Charanjot Singh Nanda hailed the launch, stating, "This publication will empower professionals in their lifelong learning journey."
