Last updated: 16 June 2025

Finance Minister Nirmala Sitharaman, in a significant push towards improving taxpayer experience and bolstering revenue administration, is scheduled to hold a series of high-level review meetings with top officials from the CBIC, CBDT and Customs Departments between June 19 and June 30.

According to sources, the meetings will focus on simplifying compliance, enhancing tax administration efficiency, and expediting dispute resolution mechanisms across both direct and indirect tax systems.

FM Sitharaman to Hold High-Level GST, Income Tax and Customs Review Meetings This June

GST Review Meeting: June 19

The first meeting, to be held on June 19, will bring together senior officials of the Central Board of Indirect Taxes and Customs (CBIC). The focus will be on streamlining GST compliance and enhancing enforcement strategies.

Sources mentioned that the Finance Minister is expected to review the working of the Directorate General of GST Intelligence (DGGI), particularly its focus on large-scale syndicate-based investigations rather than targeting small traders. A comprehensive review of ongoing enforcement actions, technology upgrades in GST registration and acceleration of GST refunds will be conducted.

The meeting may also touch upon the long-pending issue of rate rationalisation, with a special emphasis on achieving revenue enhancement without burdening small taxpayers.

Income Tax Review Meeting: June 23

A second crucial review is scheduled for June 23, focusing on direct tax administration. Senior officials from the Central Board of Direct Taxes (CBDT) will present a detailed analysis of revenue collection trends, unresolved tax demands, and taxpayer grievances.

Key agenda items include:

  • Three-year comparative revenue trends from corporate and non-corporate taxpayers
  • Status of advance tax, TDS, and arrear collections
  • Review of disputed and undisputed tax demands, and pendency of recovery actions
  • Evaluation of the Faceless Assessment regime, including outcomes of assessments under Section 144
  • Status of transfer pricing cases and Safe Harbour applications
  • Analysis of litigation pendency and progress under the Vivad se Vishwas 2024 scheme
  • Backlog in processing refunds, rectification applications, and compliance with appellate orders
  • Focus on improving the "feel-good factor" for taxpayers through better grievance redressal on CPGRAMS and e-Nivaran

Sources said that Finance Minister Sitharaman is especially keen on ensuring that pending refunds are cleared efficiently and that taxpayer services are improved substantially.

Customs Review Meeting by Month-End

The Finance Minister is also slated to review the performance of the Customs Department in the last week of June. This meeting will evaluate the impact and efficiency of the Faceless Assessment regime, along with pending policy reforms and procedural improvements.

Why This Matters

With these strategic reviews, the government aims to strike a balance between robust revenue collection and a taxpayer-friendly regime. The meetings come ahead of the July GST Council session and are likely to shape key decisions in India's evolving tax landscape.
