The Ministry of Finance, Department of Expenditure, has officially notified the Central Civil Accounts Service (Senior Accountant Group 'B' Non-Gazetted post) Recruitment Rules, 2025, superseding the earlier 2010 rules pertaining to the post of Senior Accountant.
According to the notification published in The Gazette of India, the new rules govern the method of recruitment, qualifications, promotions, deputation, and other service conditions for the post of Senior Accountant. The revised rules came into effect from the date of their publication-August 1, 2025.

Mode of Recruitment: The post will be filled through promotion only, distributed as follows:
- 50% via seniority-cum-fitness
- 50% through a Limited Departmental Competitive Examination (LDCE), failing which through deputation.
Promotion Criteria:
- For seniority-cum-fitness route: Candidates must have six years of regular service in the Accountant grade and must have cleared the Departmental Confirmatory Examination.
- For LDCE route: Accountants with three years of regular service who have cleared the departmental probation and confirmatory exams will be eligible.
Deputation Criteria: Officers from the Central/State Governments or Union Territory administrations can be deputed if they:
- Hold an analogous post, or
- Have six years of service in Level 5 and two years' experience in accounting/auditing.
Probation Period: Selected candidates will serve a probation period of two years.
Age and Educational Qualifications: These rules do not specify an age limit or educational qualification for direct recruits, as the post is not open for direct recruitment.
Departmental Promotion Committee: A three-member committee headed by the Joint Controller General of Accounts will oversee promotions and confirmations.
UPSC Consultation: There is no requirement to consult the Union Public Service Commission for appointments under these rules.
The revised rules aim to streamline recruitment and strengthen internal promotional mechanisms within the Central Civil Accounts Service. By clearly outlining eligibility, experience, and procedural norms, the government intends to foster transparency and career progression for existing staff.
