The Central Board of Indirect Taxes and Customs (CBIC) has issued Instruction No. 30/2025, marking a significant step in modernizing the issuance of Look Out Circulars (LOCs) for Indian citizens and foreigners. Dated October 13, 2025, the instruction mandates the use of a dedicated online LOC portal for all LOC requests, replacing the earlier manual process of letters and emails routed through DRI or DGGI headquarters.

The online LOC portal, operational since 1st March 2024, is aimed at enhancing efficiency, transparency, and timely processing of LOCs across India. All field formations under the Directorate of Revenue Intelligence (DRI), Directorate General of GST Intelligence (DGGI), CGST, and Customs zones are required to coordinate with designated nodal officers for portal access.

The CBIC emphasized that login credentials for nodal officers will be designation-based, ensuring streamlined coordination and oversight. Field formations are advised to follow procedural guidelines provided by their respective designated offices, and any operational difficulties should be reported through the respective nodal officers to CBIC.
This move is part of the government's broader push to digitize administrative processes in customs and taxation, aiming to reduce manual dependencies and enhance compliance monitoring.
