CAG Organises National Seminar on 'Legislature – Audit Interface'

A National Seminar on ‘Legislature-Audit Interface’ was organised by C&AG here today. The Seminar, which focused on promoting effectiveness of the legislatures in ensuring good governance, was inaugurated by the Speaker, Lok Sabha, Smt Meira Kumar. Shri Vinod Rai, Comptroller & Auditor General of India (C&AG) and Shri Murli Manohar Joshi, Chairman, Public Accounts Committee (PAC) also addressed the inaugural session. The Seminar was participated by the Speakers of State Assemblies as well as the Chairpersons of Financial Committees along with Secretaries of State Assemblies.

 

In her inaugural address Smt. Meira Kumar stressed the need for prompt response from the executive in taking corrective measures on the objections raised by CAG in inspection reports addressed to the heads of offices and then on the recommendations of Public Accounts Committees and Committees on Public Undertakings on audit paras submitted by CAG in Reports to legislatures. She also highlighted the need for professional orientation programme for the members of financial committees to build their capacity to examine technicalities involved in financial dealings.

 

Speaking on the occasion, C&AG, Shri Vinod Rai emphasized that the Public Accounts Committees and the Committees on Public Undertakings should meet regularly, take evidence, and make recommendations on a contemporary basis to ensure that responsibility can be fixed on the defaulting authorities/officers. He also urged the Committees to consider setting up of sub-committees to examine specified departments.
