Anti-Dumping Duty on Flexible Slabstock Polyol Imports Extended Till June 17, 2026

The Ministry of Finance, Department of Revenue, has extended the anti-dumping duty on imports of "Flexible Slabstock Polyol" originating in or exported from Saudi Arabia and the United Arab Emirates.

The extension has been notified vide Notification No. 01/2026-Customs (ADD) dated January 2, 2026, following a sunset review initiated by the Directorate General of Trade Remedies (DGTR).

Background of the Anti-Dumping Duty

The anti-dumping duty was originally imposed under Notification No. 20/2021-Customs (ADD) dated April 5, 2021, on imports of Flexible Slabstock Polyol of molecular weight 3000-4000, classified under Customs Tariff Heading 3907 29.

The levy was introduced to address dumping-related injury to the domestic industry arising from imports from Saudi Arabia and the UAE.

DGTR Review and Request for Extension

The DGTR initiated a review of the existing anti-dumping duty on March 18, 2025, under Section 9A(5) of the Customs Tariff Act, 1975, read with Rule 23 of the Anti-Dumping Rules, 1995. The review examined whether discontinuation of the duty would likely lead to the continuation or recurrence of dumping and injury.

Based on the review proceedings, the designated authority requested the Central Government to extend the existing anti-dumping duty pending completion of the investigation.

Anti-Dumping Duty Extended Till June 17, 2026

Accordingly, the government has amended the principal notification to provide that the anti-dumping duty shall remain in force up to and inclusive of June 17, 2026, unless revoked, superseded, or amended earlier.

The extension has been inserted as a new paragraph in the original notification to ensure continuity of protection to the domestic industry during the review period.

Legal Basis for the Extension

The extension has been issued under Sections 9A(1) and 9A(5) of the Customs Tariff Act, 1975, read with Rules 18 and 23 of the Customs Tariff (Anti-Dumping) Rules, 1995.
