Is XBRL reporing applicable to unlisted public limited companies?

As per recent MCA Circular dated 12th May 2011, in the first phase only listed companies have a paid up capital of Rs.5 crores and above or a turnover of Rs.100 crore or above are required to do XBRL Reporting.
So unlisted public companies are not required to do XBRL Reporting.
