To reverse a wrongly claimed Input Tax Credit (ITC) under the Reverse Charge Mechanism (RCM) in GSTR-3B, you must rectify the entry in your current return. Since the GST portal now uses system-level validations for the RCM Liability/ITC Statement (RCM Ledger), incorrect claims can block the filing of your return.

Here is the step-by-step process to resolve this:

1. Identify the Error

If you have claimed excess RCM ITC in Table 4(A)(2) or Table 4(A)(3) of a previous GSTR-3B, the GST portal will show a negative balance in your RCM Liability/ITC Statement. You can view this statement by navigating to:

Dashboard > Services > Ledgers > RCM Liability/ITC Statement.

2. Rectification Options

To clear the negative balance and proceed with filing your current GSTR-3B, you must perform one of the following actions:

  • Option A: Reduce Current ITC Claim

Reduce the RCM ITC you are claiming in Table 4(A)(2) or Table 4(A)(3) of your current GSTR-3B by the amount of the excess ITC previously claimed. This effectively adjusts the net ITC for the current period to correct the past error.

  • Option B: Pay the RCM Liability

If you cannot reduce your claim (or if you prefer to pay the tax), you can pay the equivalent amount as an RCM liability in Table 3.1(d) of the current GSTR-3B. This payment will update your RCM Ledger and resolve the negative balance.

3. Reporting Reversal (If Applicable)

If the error relates to a general ITC reversal (not specific to RCM ledger balances), it should be reported in Table 4(B)(2) (Others) of your current GSTR-3B.

  • If you have sufficient ITC available in the current period, the reversed amount will be deducted from your available credit.

  • If you do not have sufficient ITC, the reversed amount will be added to your tax liability and must be paid in cash.

Summary

To resolve a negative balance caused by an excess RCM ITC claim:

  1. Check your RCM Ledger on the portal to confirm the exact negative amount.

  2. Adjust the current GSTR-3B by either reducing your current RCM ITC claim in Table 4 or paying the differential tax liability in Table 3.1(d).

  3. Once the ledger balance is corrected or cleared, the system will allow you to file your return.
