yes you can raise invoice for work contract if your place of supply is out of state
based on sale invoice raised other wise receipt vouchers issuey

Works contract under earlier law was in relation to movable as well as immovable property. In GST it is ONLY in relation to immovable property. Therefore only a services and work descripttion after which indicate 18% or 12% as applicable and charge.,
