Is service provide to the govt department regarding repair & mantainance of building & construction & supply of raw material to govt department are exempt in gst, if not what is the rate of gst?

For works contract along with material.... 18% (with ITC)
What about 12% rate in works contract given in schedule 2 of gst act in entry no. 17?
