Withdrawal of Guidance Note

Please let me know the following:

1)Which AS is currently taking care of the issues that were there in earlier guidance note on Treatement of Expenditure during Construction Period.

2)Very recently I had posted query to experts asking them Which AS or Guidance note addresses the issue of 'Pre-operative expenses" and I got the reply that it is covered by AS 9. I went through AS 9  But I could not find anything related to pre-operative expenses in AS 9. I request you to please let me know the para in AS 9  which addresses the issue of pre-operative expenses.
