why we have to issue way bills to vendor

no state will allow the goods from other state without confiring the registration status of buyer and seller, as the revenue of both the states are involved, 

waybill is the media of registration of bills with department to the tune they are used, and department have track of such interstate purchases made, on which the dealer has to pay local vat if he sell such goods in local market.

than Q for reply if they want know only the registration status than TIN No. enough i think why they are asking way bill..??

say someone bring some materials from other state and furnish the TIN number of yourself, with name and address too, on arrival of goods he sale the goods and disappear. who will be liable for state vat? instead the seller will claim C form from you, which is out of your knowledge. 

as the central sales are made against demand draft payment systemn mostly, they dont have your bank details even, 

submission of way bill record the inward entry of materials brought from outside state to ensure the correct entty and use of materials under the scope of revenue.

how to issuse way bill for return goods..ie damaged goods back to vendor...?
