Dealer has purchased fuel from out of maharashta i.e. Silvassa which is no tax zone. Whether dealer will be liable to pay entry tax ????

My question is that if goods are purchased from Silvassa i.e No tax zone Still dealer will be liable to pay Entry Tax on it were CST is exempted?
entry tax is not dependent on CST rules /exemption of other states
