Whethear service tax should be charged on p.f. & e.s.i.

hi...Everybody...

I HAVE A QUERY REGARDING SERVICE TAX....

My client taking services from contractor for proving labour..
but the contrator include PF & ESI of labur in labour wages,
therefore the wages includes basic wages and PF& ESI , My question is wheather Service tax will be charged on pf&esi reimbursement to contractor

According to Departmental Circular ... Srevice tax include... both basic wages as well as ...Pf&ESI...

so tell me ..something about this case...what to do...according to you
