I tried to file GSTR-1 for July, but not able to file, I understand we can file after 1st Nov. , if so what will be penalty, can any one let me know, if you know it.

It's not penalty, It's called "Late Fee"...
The late calculate from 11th October to 1st November (if you ll be file 1st November) 22 days are later.
Calculate 22 * 200 = 4200 (CGST Rs. 2100 & SGST Rs. 2100)....

nil return but not filed
in case nil return also you have to pay Late fee as per calculation above.
Above said reply is late filing. It means without filling of return on or before due date...

Thanks for your reply. But , I feel there is missing of logic in this matter, we (GST dealers) are ready to file but GST Portal is not permitting, then why should we pay LATE FEE ? Out of curiosity, I called help desk, but they say the Dept. yet to take final decision.
