It is not clear from ur query that in what context you want to know..
There is concept of Direct(like Income Tax, Wealth tax,Etc ) & Indirect Taxes (Service Tax, Sales Tax, Excise, Etc).
Tel me why would Govt. Impose Refundable Taxes??
