What documents require to a steel manu. unit

pls tell me, steel manufacture unit ke liye kya documents jaruri hote hai, unit diffrent size ke steel pipe banati hai, to kya har size ke liye RG-1 & RG 23A PART -1  alag bane ga?. aur scrap ka kya karna hota hai.

Pipe banane ke lliye jo bhi input use karte ho wo sabhi RG23 me dikhao. RG1 product head se dikhao na ki size se
