one of the dealer has to file the old period returns but the system calculates penalty

Quick Summary
As per the latest update only late fees are waived and not the interest. Therefore, if the return is with nil liability and still its calculating interest you may raise a ticket and they get it resolved.
Late fees for Gstr3b is waive off from jul17-jul20
in case of Nil return- Fully waive off
In case of tax liability -500/- maximum
If it's showing more than above mentioned.

Waved off all previous late fees. Maximum tax liability is Rs. 500 only
Note : Rs. 500 per month per return_ For return which is not Nil
If Nil , than for that month Nil Liability.
If Nil , than for that month Nil Liability.
