   You need not worry to take a registration in VAT/ST because your sales are not liable for VAT or ST.When you deal in garments and sales exceed Rs 5 lakhs only,it may become necessary to register. You need to Register for Service tax only if you are a "provider of services". However, here you are NOT providing service but rather you are Selling goods...So, do not worry about Service Tax Registration.

As regards VAT,

It is necessary to Register for VAT if you are a seller of goods, and if your Sales exceed Rs. 5 lacs in a year, which is not there in your case.
