If you ask "Deposit or Advance Tax"...
As per my view and experience.,
No way of TRAN 1 Form. You claim the refund to state VAT Dept. It's not available in GST.

Sir it was the excess amount carried forward after the last April-June return. VAT refund for excess amount which is with government.
If ITC and c/f to GST then file TRAN Form.
if someone is wrongly paid vat amount excess in the month june, how to claim such refund

Raja sir, ITC is available but the client wants to avail refund and get money in his account and not freeze it in govt account, but the due process is not available on Mahavat and no reply from department side.... So I guess I have to file TRAN 1

I think it's "ITC" then you can't claim refund from VAT Dept*. Only way for TRAN form...
Also Mr. Mahendra Sahoo's query is different from your query. So, I said "claim refund" in VAT Dept...
