Vat invoice problem

Dear sir,

For e.g

MY comapany name is Mr.A and My supplier is Mr.B I have purchesed good from Mr. B

I have buy the goods amount 10000 from Mr.B and he has not given me the VAT invoice he said that he don't have VAT TIN number.

And i have sold the the goods to Mr. C and given the VAT bill so  how can handle this transaction for VAT claim.

Please guide.

You can't claim ITC on Companies not having TIN No.
